In 2006 representatives of the signatories to the Accord, UNESCO, and the International Union of Architects (UIA) met in Washington, DC to talk about the possibility of a multi-national agreement on equivalency of academic credentials for architects. A similar agreement, called the Washington Accord, has been in force for engineering agencies since the 1980s.
2006년 4월, 호주, 캐나다, 중국, 한국, 멕시코, 미국, 영연방건축사연합(CAA), 및 UNESCO/UIA의 건축학교육인증기구들은 워싱턴 DC에서 만나 건축사가 되기 위한 건축학교육자격의 상호 동등성에 대한 상호 합의 가능성 논의를 시작하였다. 이와 유사한 협약인 워싱턴 협정은 여러 나라의 공학인증 기구들 간에 체결된 공학교육인증원 상호 인정기구로 이미 1980년대부터 시행중에 있다.
It was agreed at the first meeting that the discussion would be continued at a second meeting in 2007 in Ottawa. Representatives of the CACB/CCCA agreed to do a comparative analysis of requirements currently in force for the participating agencies. The analysis was circulated prior to the next meeting and, given its demonstration of equivalency, became the basis for an agreement to have a third meeting in Canberra in 2008. The CAA volunteered to write a draft agreement for the Accord. The draft was circulated and debated prior to the meeting in Canberra where it was signed. Press Release date: September 2008 Accreditation and validation agencies from Australia, Canada, China, Korea, Mexico, the United States, and the Commonwealth Association of Architects announce the ratification of an Accord declaring substantial equivalency of professional degrees in architecture covered by their accreditation/validation systems. The Accord was signed by representatives of these systems in Canberra, Australia on 9 April 2008. 호주, 캐나다, 중국, 한국, 멕시코, 미국, 그리고 영연방건축사연합의 인증과 인준 기구들은 건축학교육인증기구의 상호인정에 관한 캔버라협정이 비준되었음을 발표한다. 이 협정은 참여 기구의 인증/인준 제도가 규정하는 건축학 전문 학위가 본질적으로 동등하다는 점을 명시하고 있으며 위에 열거한 참여기구 대표들이 2008년 4월 9일 호주 캔버라에서 서명하였다. The Canberra Accord establishes that as of 1 January 2010 academic qualifications in architecture accredited/validated by The Australian Institute of Architects (RAIA), the Canadian Architectural Certification Board/Conseil canadien de certification en architecture (CACB/CCCA), the National Board of Architectural Accreditation (NBAA) of China, the Korea Architectural Accrediting Board (KAAB), the Consejo Mexicano de Acreditación de Enseñanza de la Arquitectura (COMAEA)1), the National Architectural Accrediting Board (NAAB) of the USA, and the Commonwealth Association of Architects (CAA) will be considered substantially equivalent by those agencies. Degrees, or qualifications, awarded prior to 1 January 2010 are not included in this agreement. 캔버라협정은 호주건축사협회(RAIA), 캐나다건축학교육인증원(CACB/CCCA), 중국국립건축학교육인증원(NBAA), 한국건축학교육인증원(KAAB), 멕시코건축학교육인증원(COMAEA), 미국건축학교육인증원(NAAB), 영연방건축사협회(CAA)가 2010년 1월 1일 이후에 인증한 건축학교육 자격에 대해 본질적으로 동등하다는 것을 상호 인정하기로 확정하였다. 2010년 1월 1일 이전에 부여된 학위 또는 자격은 이 협약에 포함되지 않는다. Quoting from the Accord: 'Having exchanged information on, and examined their respective criteria and procedures for accrediting/validating academic qualifications in architecture, the signatories have concluded that their systems are substantially equivalent. Through the Canberra Accord…….the signatories recognize the substantial equivalence of their systems in terms of accrediting/validating the academic requirements for the practice of architecture at the professional level. 'This being the case, academic qualifications in architecture accredited/validated by one of the signatories should be accepted as having substantial equivalency and recommended for recognition by all signatories, subject to additional requirements imposed by local regulations. 이러한 사실에 따라, 서명국가의 법규가 제한하는 부가적 조건범위 안에서 서명기구들 중 한 서명기구가 인증한 건축학 학위는 본질적으로 동등하다는 것을 모든 서명기구들이수용하고 인정할 것을 권고한다. It is considered to be reflective of the core principles of the UNESCO-UIA Charter for Architectural Education (Revised Version 2005) and the relevant sections of the UIA Accord on Recommended International Standards on Professionalism in Architectural Practice (Revised Version 2005).' 협정은 건축학 학위 과정의 본질적으로 동등함을 결정하기 위한 투명한 상호 검토제도이다. 협정은 UNESCO-UIA 건축교육 헌장(2005년 개정 판)과 UIA 협정 관련조항인 전문직을 위한 건축 실무 국제 기준 권장사항(2005년 개정 판)의 핵심 원칙들이 반영되었다. ‘Substantial equivalency’ is defined as follows: 'The term ‘substantial equivalency’ identifies a program/me as comparable in educational outcomes in all significant aspects, and indicates that it provides an educational experience meeting acceptable standards, even though such a program/me may differ in format or method of delivery. Substantial equivalency is not accreditation or validation.' “‘본질적 동등성’은 교육프로그램들이 서로 다른 형식과 방법에 의해 수행되고 있다 하더라도 교육성과에 대한 주요 쟁점들을 대등한 수준으로 다루고 있고, 이 프로그램들이 제공하는 교육의 내용들은 상호 인정할 만한 기준을 따르고 있다는 것을 의미한다. 여기서 의미하는 본질적 동등성은 인증 또는 인준을 의미하는 것은 아니다.” At the first general meeting of the signatories in Canberra, George Henderson of the CAA was elected to chair the Accord for the next year and the NAAB was selected to serve as the secretariat for the Accord through 31 December 2012. 워싱턴 회의에서는 2007년 캐나다 오타와에서 두 번째 회의를 열어 이 문제에 대한 협의를 계속하기로 동의하였고, CACB/CCCA(캐나다건축학교육인증원)는 참가인증기구들이 현재 시행하고 있는 건축학 인증 조건들을 비교 분석 하기로 하여 그 결과를 2차 회의 전에 모든 참여기구에게 회람하였다. 이 비교 분석 자료는 참여 인증기구들의 인증요구조건이 상호 동등성을 지니고 있다는 것을 보여주었으며, 이 사실은 2008년 호주 캔버라에서 세 번째 회의를 갖기로 합의하는 기초가 되었다. In addition to organizational duties, it is intended that the secretariat should promote the equivalency of degrees with the regulators of architectural licensing in each of the domains affected. The long-term aim is to aid mobility of architectural qualifications.
사무국은 조직상의 책무에 더하여 각국의 건축사면허 담당 기구에게 건축학교육 학위의 동등성을 고양하여야 한다. 이 협정의 장기적 목표는 건축사자격의 국제간 상호 인정에 도움이 되도록 하는 것이다.
It is important to emphasize that this is an open-ended, multi-lateral agreement which welcomes new signatories where substantial equivalency can be demonstrated. Clear processes for doing so are currently being negotiated among the signatories.
또 한 가지 강조할 중요한 사항은 이 협정은 다자간의 협약으로 항상 개방되어 있으며, 본질적 동등성(substantial equivalency)을 가지고 있는 여러 기구들의 새로운 가입을 환영한다는 것이다. 이 협약의 서명기구들은 현재 신입회원기구의 신규가입에 대한 명확한 절차를 협의하고 있다.
